I believe if you open this file, which is the template for all the home
pages, and then remove or at least comment out <SharePoint:PortalConnection
runat="server" />, this should accomplish what you want.
C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\TEMPLATE\1033\STS\default.aspx
I know if you have Portal Server, removing that item will remove the Up To
Portal Server link, and I'm making an assumption that this may also work for
WSS sites.
