Dumpsec is free from SomarSoft and will show NTFS and share permissions.
Xcacls.vbs does a better job of enumerating NTFS permissions however
particularly is special permissions are being used. --- Steve

http://www.somarsoft.com/ --- Dumpsec

You can try the tool Permission Analyzer to get all permissions per user or
user group.

Good luck!
