I have users that install webparts (with a msi package) to different
WSS configurations by use of stsadm.exe (addwppack). Users are logged
on to the WSS server when installing. The windows installer require the
user to have administration privileges

There is problem when users have WSS and the configuration database on
different servers and the user do not have administration privileges on
the configuration database - addwppack fails.

Anyone that have an idea how to verify how privileges on the
configuration database?

Well, if they're logged in as a domain administrator, they should be
fine... You could update your custom installer to check the registry
for information about the configuration database, and make an attempt to
connect to it from the installer before allowing it to proceed (that
will give you a chance to throw a more useful error message).
