MSDN. Get it. Use it. You need Visual Studio... so you might as well get MSDN
which includes the servers. This is the easiest way to cover development
licensing, and you'll get SO many fun toys out of it!
I run Windows Server 2003, which is the required dev environment, on my
laptop.
I use WSS only most of the time for SharePoint development, it's a little
more lightweight than SPS, although SPS isn't too demanding on a laptop
either so when I'm on an SPS project I'll develop on that.
