Does anybody know if there is a way through a GPO to reset the local
administrator password on the end user's PC, we have 120 computers that we
need to reset the local administrator password on.

Yes. By using a startup script. Save the following as a .BAT file and then
add a startup script to a GPO that has all computers within scope (domain
level).

net user administrator Pa55w0rd312


The above will reset the Administrator password to Pa55w0rd312.

Note. Use the "Show files" button in the startup script properties to paste
the script into the correct location.

and that can be applied before the user logs in? by that i mean it will be
applied with elevated user rights (ie administrator)

Yes. Startup scripts run under the SYSTEM context. This has full
administrative control over the local box. Startup scripts run when the
computer says applying computer settings, just before you are able to press
Ctrl+Alt+Del.
