Is there a way of doing this? I have searched the domain GPOs on my Windows
2003 SBS and can't find it anywhere. Do I need a custom Administrative
Template to do this?

You looking for restricted groups

Computer Configuration/windows settings/security settings/restricted groups

Right Click -> new Name of group to modify eg Administrators Add members.
If you are altering administrators make sure that domain admins &
administrator are included as members

This is worth researching carefully. As it is a computer setting apply this
to an OU with your workstations in it, Don't do this at the doman level.
