I know SPS 2003 does not allow permissions to be set on a specific file but
does anybody know if the next SP or version of Sharepoint will allow this?

From what I've read, the next version of SharePoint will allow permissions
on individual files, which will make a lot of people and companies happy.

The beta should be available this month to MSDN Subscribers, so the RTM
version probably next fall.
