aspnet-regiis error file

Each time i try to configure email settings in sheare point an error appears
displaying that aspnet-regiis has been corrupted and need to be installed
manually.

i tried to install it but it gives an error displaying the the local
administrator does not have administrative rights to install the file.

Any suggestion will be greatly appreciated
