Is it possible to use Sharepoint as a tool for updating html hand-coded sites.

Can websites created outside of Sharepoint be integrated into Sharepoint?

Absolutely.

You can use RSS to pull content INTO sharepoint or to get content OUT of
sharepoint. See my project @ http://workspaces.gotdotnet.com/wssrss.

You can also have plain old html files in SharePoint.
