Can you change the default location of where personal sites to are created a
different server other then then the server that is hosting the Portal. If so
how?

Yes you can but you need to implement Shared Services. Once this is done you
can select a child portal site to host the personal sites. See the
"Providing Shared Services" topic in the admin guide.
