If you modify the Shared View of My Site while logged in as an
administrator, this change will be reflected on everyone's My Site.
Modifying the page in FrontPage 2003 as an administrator will also change
the site for everyone.
You can also modify the site definition. Search MSDN for a series of
articles on "Branding" SharePoint.
