Tanche,
This has happened to me as well. I came to know that if the rules are
deleted and authoring mode is enabled, the deleted rules will be marked as
deleted but still show up in the admin console. If you disable the authoring
mode then the deleted rules won't appear. This is one of the limitation of
current MOM release -- another being uninstallation of Management Packs not
possible. Hope this helped. Thanks.
