I'd say no to both. (= "without huge amounts of code")
If a user can access a document library, he can accesss everything in the
document library (except naturally for the things requiring Administrator
rights like Modify Settings).
Similarly you can't restrict the numbers of versions and you can't therefore
restrict the number of versions any particular user will see. If they have
rights to the doc lib, see will see the version page in its entirity.
