I don't know whether these are "most" popular, but a few well known lists
are:

Spamhaus
www.spamhaus.org

These folks provide two lists, with slightly different targets, and
provide options for querying one or the other, or both in one hit.

Spamcop
www.spamcop.net

This list is maintained by user contributions of actual spam.

ORDB
www.ordb.org

This is a list of open relay servers, not strictly speaking spammers
directly, but spammers will often "borrow" these sorts of servers.

You mean an Open Relay Blacklist? for email? I don't know which one is the
most popular, but I know that many people use relays.ordb.org.
