When a file is been updated on the server the user does not get the new
version until it close the explorer browser.

The only way I found is to put the Tempoary internet file update to NEVER

This is not clean is anybody can help ?

Have you tried the "Every visit to page" option? Are you behind some type of
proxy that might be caching the file?
