DHCP access denied...?

I have two W2003 SP1 DC in my network running DHCP service (Single Forest
-Functional level is Win server 2003). When viewing the DHCP servers in IP
Management, from one DC I can access both DC and view the DHCP properties and
all. From the second DC in IP Management, I can only access the DC I'm
logged on but not the other. Mind you, I'm logging on with the same admin
account. The message states Access is denied. I'm a little puzzled in my
next step to solve this.
