Hello,

I have been receiving an error on a Win2k3 Std Server which is currently
holding the PDC Emulator role.

The event log entry is Event ID 12:
Time Provider NtpClient: This machine is configured to use the domain
hierarchy to determine its time source, but it is the PDC emulator for the
domain at the root of the forest, so there is no machine above it in the
domain hierarchy to use as a time source. It is recommended that you either
configure a reliable time service in the root domain, or manually configure
the PDC to synchronize with an external time source. Otherwise, this
machine will function as the authoritative time source in the domain
hierarchy. If an external time source is not configured or used for this
computer, you may choose to disable the NtpClient.

I have followed lots of Q articles, blog entries and news group entries that
appear to relate, but no matter what happens this error still appears.

These are the command lines I have used:
w32tm /config /manualpeerlist:time.nist.gov,0x8 /syncfromflags:manual
w32tm /config /update
net stop w32time && net start w32time
w32tm /resync /rediscover

w32tm /resync responds with the following message:
Sending resync command to local computer...
The computer did not resync because no time data was available.

A w32tm /stripchart /computer:time.nist.gov works and supplies offset
without an error.

The registry entries look like this:
HKLM\System\CCS\Services\W32time\Parameters
Type: NTP
NtpServer: time.nist.gov, 0x8
HKLM\System\CCS\Services\W32time\Config
AnnounceFlags: 0x00000005
HKLM\System\CCS\Services\W32time\TimeProviders\NtpClient
Enabled: 0x0000001
HKLM\System\CCS\Services\W32time\TimeProviders\NtpServer
Peers: time.nist.gov, 0x8
Enabled: 0x0000001

I have tried the following time servers:
time.nist.gov
time.windows.com
plus a national time server in my country.

The server is behind a firewall and the rules permit NTP out (and return
traffic). I created a logging rule to see if the server is actually doing
anything, but suprisingly when I run a w32tm /resync there is no traffic
generated by the server that corresponds to NTP. I thought /resync was
meant to start an immediate synchronisation event? I can do a w32tm
/stripchart /computer:time.nist.gov and see entries in the firewall log.

Firewall is not enabled on the Win2k3 box.

Win2k3 box is multihomed, but one of the NIC's is disabled.

Default Domain Policy has no entries relating to time server settings.

I'd appreciate any ideas, feedback or comments as this is driving me nuts at
present. (Wayyy too much time spent already when there is so much more to
do :-) ).

The servers you have tried are, well, pretty popular and might be slow in
response at times.
