hi,
We have two companies involved in this problem and we represent one
party. We maintain the domain *.dev.abc.com and they maintain
*.abc.com. When we create a site xxx.dev.abc.com we want to notify them
(using some setting or programatically if possible) so that they will
create the domain xxx.abc.com automatically. Is this possible? If yes
how

Is there a programming group for dns?

Why don't you just have them delegate dev.abc.com to you in the abc.com
zone?

By doing this they don't have to do anything when you create anything under
dev.abc.com because it will be referred to your DNS server. I apologize if I
am misunderstanding your question.
