We have a site in Atlanta which has one domain controller with a secondary
DNS zone configured. During the hurricane we lost our T1 to that site and
when users tried to login in their computers took a very long time (30
minutes or more) to boot and another 30 minutes to be authenticated. The
issue was resolved immediately by removing the secondary DNS from the clients
(all static ips) which is in Miami (secondary DNS). Why were the clients
trying to resolve to the secondary DNS instead of the primary which is local?

When Windows client resolves a DNS name it contacts it's preferred DNS
server (listed under network adapter TCP/IP properties) and when it does not
respond after three quick attempts to contact it, the Windows client fails
over to trying the alternate DNS server and will not "automatically" flip
back to the primary unless it's DNS client service is restarted or the
machine itself is restarted.
