Well its taken some playing and some a lot of help from Time Traveller, but
I am very happy to report that it is possible to install the modem sharing
component from SBS 2000 on to my upgraded SBS2003 server. The real bonus is
it works with NatWest Bankline, unlike some of the alternatives we tried.

The server is installed and configured using a slight variation on the
information here http://support.microsoft.com/kb/q224791
Instead of running setup, install by adding a new Network service in Control
Panel, | Network Properties | Install | select Have Disk and point to the
Files in the ModemShare Folder on SBS2000 CD2.

XP clients are configured using the download and instructions on this
technote

Microsoft removed the NetModem Modem Sharing service from SBS2003 because it was a security issue. Anyone on the network could simply install a TCP packet sniffer such as Ethereal (http://ethereal.net) which allows them to see any and all data being passed through the modem connections.

Since you said the modems are being used to access Natwest Bankline accounts, it would be very easy for a hacker to capture complete sessions including the dialup users login/password information, and other sensitive banking data.

A better solution would be to install the current version of the NetModem modem sharing service, which now includes SSL encryption to prevent the modem data streams from being captured. NetModem is no longer included with SBS2003 or later, and it is available as a seperate package from http://netmodem.com

The current build of NetModem includes the OpenSSL encryption library, which is the same library used to secure Apache SSL enabled web servers. The encryption feature is the only thing disabled in the unregistered version, but the 100 USD pricetag was very reasonable.

There have been a number of other security enhancments added since the SBS2000 version, including user authentication (Active Directory aware), and the ability log all the activity as well as phone numbers being dialed to MS SQL Server (or MySQL) database.
