I ended up reinstalling ISA Server, however it seems that this has not
helped. ISA seems to have kept its settings during the reinstall. Is
there anyway of uninstalling ISA and reinstalling it with ONLY default
settings? I would like to start from scratch without reinstalling the
whole SBS suite.

After the reinstall I couldn't manage to telnet to port 25 although I
could still connect to port 110 with no problems. I also tried
disabling packet filters and that did not help either.

Any advice or things to try would be much appreciated.

Can you post the ipconfig/all from the server? Have you run ICW? Did you
forward port 25 from the router to your external nic IP?
