I have 2 dc's in this site and one is dual homed. WHen I reboot the one that
is NOT dual homed all dns fails for external sites.

These are 2003 servers. how do i make sure that dns is failover capable?

Jason,
DNS failover is the responsibility of the clients to switch to another DNS
server if the primary fails.
Providing you have both DNS severs open to external access and the clients
configured to use them then it should all work.
If your hosting your own internet domain then check whois and make sure that
the Name Server records are correct.
