Is there way for the administrator to force alerts to the libraries for the
users, or is this on a user level only. |

In the product as delivered, Admins can add alerts for themselves and Users
can add alerts for themselves.
But Jan Tielens has produced a free Web part that allows Admins to create
alerts on behalf of users.
It's the second item in the list here

We have developed a robust and flexible Add-On for Windows SharePoint
Services that allows you to add, update, and delete alerts for any user
for any list or list item in a WSS Site.
The product is called WSS Alert Manager and more information can be
