On a Windows 2000 server, one of my users is getting a standard Windows
"Preparing to Install" dialog that pops up every time she opens up:

My Computer
My Network Places
Any Shortcut to a Folder
Any Internet Explorer Shortcut

The dialog flashes on the screen briefly and then goes away without any
installation.

I've seen this behavior on one other Windows 2000 machine, shortly after
installing .NET. Can anyone explain what causes this behavior, and
should we be concerned about it? If it is an abnormal condition, how can
it be repaired?
