failover cluster

I have a question regarding licensing. Is it possible for you to provide me
with an answer?
We are building two identical servers and they are configured as a fail over
cluster with an external storage unit. We want to load the machines with
Windows 2003 server. Do we need to get separate licences for both the
machines? Is one OEM licence ( Windows 2003 server with 5 cals) sufficient ?
Please note that this is a cluster configuration and at any given point of
time only one server is functional.

Absolutely. You need CALs for each cluster node period. The requirement is
based on the server, not the cluster and it makes no difference if one is
Active or Passive...they're both still installed and running.

Remember - Always verify licensing questions with your Microsoft TAM or
reseller.
