Groups not coming back online after power failure |

After a power failure, not all of my cluster groups are coming back online
automatically.
We have a 2 node cluster with 3 Groups: a quorum group, a file sharing group
and a SQL group. Normally the quorum and file sharing group run on server 1
and the SQL group runs on server 2.
All of our servers are on UPS's and did not power off during the power
outage. However the switches for our building are not on UPS's. Therefore
when the power went out, there were messages in the Event log about losing
comunication through the Public network card on both servers.
Then it appears to start failing over the groups to the other servers where
they do not come up properly because the IP resources cannot start.
However when the switches are restarted, it is not automatically restarting
the IP resources or at least not all of them. After the last power failure
I had to manually bring the IP resource for the SQL group online and then
the remainder of the resources dependent on that came online.
Is this normal behaviour? Do I have to put the switches on UPS's?
Any suggestions would be greatly appreciated.

This is by design, clustering will not come online automatically after
losing the public network. Putting your switches on UPS is a very good idea.
