DFS - File disappeared from DFS share |

I have the DFS replicas set up on 4 servers
2 - 2000 SP4
1 - 2000 SP2
1 - 2003
We replicate between 3 Sites
A user in remote site 1 trys to access a file but it is not there. The DFS
referal points to their Server , when I look for the file using the referal
for the server in the main site it is there. I open the file and change one
line - Save it and Voila - it appears in the remote sites DFS share on the
remote server. Any ideas why it was not there to begin with and all I had to
do was modify it to make it appear ? Shouldn't it be visible at all sites
regardless of which server the DFS referal points to ?
