Hi Eric,
Is SQL currently installed on this Windows 2003 Cluster?
Because in a previous case, another customer reported the same error and
when our Setup Support Engineer reviewed the log file from the customer they
found the following:
"Setup has detected existing data/log files. Please make sure to delete/move
the files before re-running setup"
As soon as they had the customer rename the folder "c:\windows\program
files\microsoft sql server", the install then completed without any error a
second time.

Mike,
I finally got the program to install, the server worked fine with
BackupExec 9.1 but they must have changed a lot with BackupExec 10. The
Backupexec server service will start under the "local system account" but
when you tried any domain account and try to start the BackupExec Server
services it goes through half way then just stops the service.
I have MDAC 2.8 RTM on the system. Do you have any suggestions? I
have been working with Veritas on this issue now for the last 6 days.

Eric,
Only other thing I could find on this error you experienced is on
"veritas.backupexec.windowsnt.english" newsgroup which stated the following:
Solution : The server need to be "Operation Master" in the Active directory
PDC. and MSDE install.
So trying to seek from Veritas is the best course of action at this time.
Sorry I couldn't have been of more help to you.

Mike,
I have this call into Veritas but they are saying it is an environmental
issue with the OS. They are trying to say that the account I am using
doesn't have the necessary permissions but it is running various
applications on my server without no problem. If there is anything you
can add it might be helpful to Veritas. Since 10 is it might take months
to resolve this issue.

Eric,
Every document I've read on Veritas's site does not give any indications
it's a permissions related issue. Try these options as a simple test:
1. If it were a permissions related issue, you should try using either a
Domain Admin or Local Admin which would be the highest levels.
2. If those fail, then make sure at the file system level Everyone has Full
Control.
In reading Veritas's documents on their website, to me it sounds like an
install order out of sequence. What I mean by this, is that MSDE or SQL at
some point were installed out of sequence and now BackupExec won't install
correctly.
If you enabled Veritas's verbose logging, do you get any additional
information providing you something like "returned error code"?
In similar case I worked, since the customer had never installed SQL on this
server. We discovered that the following two registry keys were missing and
could possibly be the cause of why Veritas's MSI package was failing:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet\Services\MSSQLServer
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet\Services\MSSQLServer\Performance
1. We create the two registry keys manually.
2. Copied the SQLCTRS.INI, SQLCTRS.H and SQLCTR80.DLL files from another
server.
3. We had the customer do a LODCTR SQLCTRS.INI which succeeded to install.
4. The customer then proceeded to install Veritas Backup Exec's MSI package
which also succeeded to install.

Mike,
At this point Veritas thinks it might be a problem with the domain or
the SSL function calls. The backupexec 10 is installed. The problem I
am currently have is I cannot start the Backupexec Server services under a
domain admin account, I can only start this service using the local system
account. It is a very weird issue. All my other applications that are
using this same account are running just fine.

Mike,
I have this call into Veritas but they are saying it is an
environmental
issue with the OS. They are trying to say that the account I am
using
doesn't have the necessary permissions but it is running various
applications on my server without no problem. If there is anything
you
can add it might be helpful to Veritas. Since 10 is it might take
months
to resolve this issue.

Eric,
Only other thing I could find on this error you experienced is on
"veritas.backupexec.windowsnt.english" newsgroup which stated the
following:
Solution : The server need to be "Operation Master" in the Active
directory
PDC. and MSDE install.
So trying to seek from Veritas is the best course of action at this
time.
Sorry I couldn't have been of more help to you.

Mike,
I finally got the program to install, the server worked fine with
BackupExec 9.1 but they must have changed a lot with BackupExec 10.
The
Backupexec server service will start under the "local system account"
but
when you tried any domain account and try to start the BackupExec
Server
services it goes through half way then just stops the service.
I have MDAC 2.8 RTM on the system. Do you have any
suggestions?
I
have been working with Veritas on this issue now for the last 6 days.

Another thing Eric,
Have you tried the following article from Veritas?
