What is the best way, or tool to force replication to a particular domain
controller? Actually I need a tool that will allow my to force replication
across my enterprise.

Assuming we're talking about DFS replication here - normal AD replication
would be done with either DSSITE.MSC, REPLMON or REPADMIN - this might do
it:

Although it doesn't read like it will to me.

DFSCMD and DFSUTIL don't seem to have switches to initiate replication
either.

Otherwise, you could try disabling and enabling again:
