Is it possible for a 2 cluster node(windows 2000 Server) to have one node
configured for GMT and the other to be configured with CST?

Its an active/active cluster running 2 seperate SQL instances. One instance
is being accessed from an app server that is set to CST and the other SQL
instance is being accessed by an app set to GMT.

I'd still pick one or the other...what happens when one node fails and the
resource moves to the other time zone?

The point is that it doesn't matter. Thus the "why" question. There is no
business reason for it, and at the same time, there is no difference
whatsoever as Windows using GMT and offsets so all time is the same.

It is still in the same time.

There is no time traveling going on here. <G>

Personally, I like to keep all of my servers in the same time zone just so I
can better track and understand the many different log files and don't have
to keep adjusting for time zone differences in my mind.
