Does anyone use MCSAT.crypto.dll, or know where I can find documentation on it?

I'm working on an ecommerce site built on the B2C Ref Architecture. I'm
having a problem using a cryptography component called MCSAT.Crypto.dll. The
original site developers are not available, and I'm not even certain that
this component is part of B2C Ref or whether it came from somewhere else. I
can't find any reference to it in MSDN, nor any documentation anywhere.

The problem in a nutshell is that we are trying to set up a utility on a
user's pc that can take information encrypted on the server and decrypt it.
In tests I cannot successfully decrypt a string that was originally encrypted
on the server. I am certain that I am passing the exact same Password into
the encrypt/decrypt routines, but the results are different. It looks as
though the component is using some additional seed information (e.g. from the
registry or some other key).
