Is it possible to install Windows Server 2003 "Terminal Services Licensing
Service" as a clustered service on a Server Cluster, to ensure TS CALs are
available when required by the Terminal Servers?

Does this make sense?
Has anyone done this?
Can you point me to any available documentation?

no it doesn't make sense
you can go in the registry and specify the license servers manually
