Hi everybody:
I have a network with a single DC 2003, running in 2000 native mode, single
site. I was having event ID 13568 on FRS eror log. I followed indtructions to
edit registry and Enable Journal Wrap Jornal Wrap Automatic Restore. After
that, problem 13568 semmed to be solved, but now I'm getting 13566 saying the
"File Replication Service is scanning data in system volume...". Server has
been so last 2 hours and nobody can't use any domain resource. I have about
800 user accounts, 350 computer accounts and just 15, 20 policies. SYSVOL
disk size is little bit more than 60 MB.
Please help !

Stop NtFrs, undo the automatic restore option, ensure that there's free
space on the drive and then manually trigger the restore using the BurFlags
registry value.

Set BurFlags=D2. This can be found under:

HKLM\ SYSTEM\ CurrentControlSet\ Services\ NtFrs\ Parameters\
Backup/Restore\ Process at Startup

The start NtFrs.

Give it an hour.

Note. You need at least 512MB of free space.
