Probably you are trying to set up reverse DNS for your public IP address.
Please note that your ISP, who provides you the public IP will be
responisble to set the reverse DNS for it,
unless he delegates the subnet assigned to you to your DNS server.
So contact your ISP and ask him to set up reverse DNS for your public IPs,
or ask him to delegate the subnet to your DNS server. For the later, in the
firewall you must
knock holes (port forwarding) for port 53 for both TCP and UDP forwading to
your
DNS server, so that PUBLIC can connect to your DNS server, for the reverse
lookup.
(This ofcourse will be a security threat unless you already have proper
setup to run
public DNS server.)
