download file does not launch registered application |

we have files stored in a doclibrary that, when downloaded, do not
launch the app that is registered on the users' machine for that app.
that is, if the file is on a normal (non sts) site, users can click on
http://blahsite/file.xyz and the XYZ Viewer application will launch.
but if file.xyz is located in a doc library, the file will not launch
the registered app.
i have registered the mime type of the app on the sts server, but this
had no effect.
