We seem to be getting problems with our primary AD server, where nobody can
login. We do have a second 2003 server, where DCPROMO has been run. However
this doesnt seem to kick in to allow people on.

In NT4 you could promote a BDC to PDC, how do you do that with AD.

You don't, AD does not have PDCs and BDCs, only DCs. Win2k uses roles but
unless the master of any of the five roles has been down for an extended
period you shouldn't have a problem logging in.

You should run dcdiag to verify replication is working between the DCs.

Post an ipconfig /all from the DCs and a client.
