Use the whole range 192.168.2.1 -- 192.168.2.254
Use Exclusions to limit which addresses it actually gives out. This is the
only way the scope is "flexable" for the future,..otherwise you must delete
and create a new scope everytime you need to adjust the range of addresses
it uses.
I don't see why it isn't working at this point though. Look for errors in
the Event Logs.
