You can enable IP routing in the registry, or configure RRAS to act as an
IP router (which does it for you).

HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Set the following registry value:


Value Name: IPEnableRouter
Value type: REG_DWORD
Value Data: 1
NOTE: A value of 1 enables TCP/IP forwarding for all network connections
installed and used by this computer.

THe easiest and seamless way to do so is to enable Routing and Remote Access
service - either directly using RRAS management console, or through Manage
Your Server. Either way, a wizard will come up to set up your initial router
configuration.
