True that a Windows 2003 Small Business Server with a 5-client user licences
will accept 5 concurrent Remote Desktop connections? We've got the above OS
and 2 users can log in via Remote Desktop, but on the 3rd user, it denies
access based on the number of users.

After looking in the Admin Tools >> Licensing Control Panel, it shows 5
Installed Licenses with a Maximum Usage of 2. Is this the problem? If so,
how do we get it to have Max Usage of 5? Add additional licenses that we've
already purchased under our 5-user license? If so, where is the license code
we need to enter and please explain the process in detail for a newbie.
Thanks.

it limit to 2 access. If you want more, you need to buy the TS licenses.

We saw where you can buy 5 more licenses for $80. Is that what you are
talking about? Then my server guy said that only the standard version of
win2k3 server was scalable to 5 concurrent Remote desktop sessions...so
you're saying he was wrong? (just trying to get to the bottom of this)

SBS 2003 does not support Terminal Server in Application mode, which is what
is sounds like you're looking for (letting 3+ people connect to the server's
desktop remotely at a time).
Check out the following SBS FAQ for more information:

http://www.microsoft.com/windowsserver2003/sbs/techinfo/overview/generalfaq.mspx

I'll read those articles, but are you saying that there's no way to expand
the # of users who can connect to SBS desktop simultaneously?

Via Remote Desktop/Terminal Services, that's correct. SBS 2003 does have
several other features such as Remote Web Workplace that may help alleviate
the need to use Remote Desktop for all of those users.
