You have to create your web part class using the VS.NET and then you can
upload your web part through its DWP file using FrontPage 2003.
You can refer to http://msdn.microsoft.com/library/
en-us/spptsdk/html/CreateABasicWP.asp for step-by-step guide on web part
development
