I have been receiving the following error since reinstallation of my
Sharepoint Portal Server 2003 and WSS 2.0 both running SP1:

Event Type: Error
Event Source: Windows SharePoint Services 2.0
Event Category: Devices
Event ID: 1000
Date: 7/28/2005
Time: 9:56:18 AM
User: N/A
Computer: BUSMAGNESS
Description:
Error: RuntimeFilter: Failed to load all runtime filter configurations
or the runtime filter component

Several people have posted this in the past with no response from
anyone, not even a Microsoft MVP.

When this error occurs, one of the following two messages is displayed
while attempting to access an administration section of a SPS or WSS
site:

1)
'Microsoft.SharePoint.Portal,Version=11.0.0.0,Culture=neutral,PublicKey
Token=71e9bce111e9429c'. Make sure that it is compiled before accessing
the page.

2)
Failure decoding embedded permission set object.

Usually an IISRESET or Application Pool STOP and START resolves the
issue temporarily.

Any ideas?

We are also seeing the same error on the event log. We have a Windows 2003
Server that has SharePoint Portal Server 2003, WSS 2.0 both with SP1. It also
has Project Server 2003 SP1 installed on it.

Error: RuntimeFilter: Failed to load all runtime filter configurations or
the runtime filter component Exception has been thrown by the target of an
invocation.

When I click on the link for 'more information', it displays: File Name:
ONETUTIL.DLL, Version 11.0.6361.0 - Windows SharePoint Services

I haven't been able to find a solution to this.

Have either of you found a solution to thus issue? i'm also receiving the same error.

The portal home page would display this error:

Cannot create an instance of the control of type Microsoft.SharePoint.Portal.WebControls.HomePage. For more information, contact the server administrator.

and the following error is in the event log

Error: RuntimeFilter: Failed to load all runtime filter configurations or the runtime filter component

When I click on the link for 'more information', it displays: File Name:
ONETUTIL.DLL, Version 11.0.6568.0 - Windows SharePoint Services

we have SharePoint Portal Server 2003, WSS 2.0 both with SP1 & SP2.
