For the record, I found the solution to my problem. It is outlined in KB
828263. To remedy the problem I ran the following command (support tools
must be installed first):
dnscmd /config /enableednsprobes 0
Apparently, Win2003 Server supports Extension Mechanisms for DNS (EDNS0).
EDNS0 permits the use of larger UDP packet sizes. Some firewalls/systems on
the Internet do not allow packets larger than 512 byes, thus blocking the
packets.
Once I ran this config command, everything worked fine.

addresses on the Internet using root hints (no forwarders are specified).
This setup has been working well for us for about a year. A couple of days
ago I noticed that our internal DNS servers aren't resolving a specific
domain on the Internet (icaa.org). All other Internet domains seem to be
resolving fine. When I switched the DNS settings on client PC's to point to
our ISP's DNS servers, they successfully resolved this problem domain.
I'm at a loss...any ideas on what could be causing this? I don't understand
how it can be having a problem with one domain and not all the others. Any
advice is greatly appreciated.
