In WSS how can i set permissioning for upload, deletion, and viewing?

(There must be something behind this question that I don't see, but
answering it as I read it)

In WSS you assign the user to a site group. The site group has permissions
(such as deletion, add, view).

If you don't like the premissions of the site group you can change them. If
you want to keep them as they are then create a new site group with the
permissions you want an add users to that.

how can i prevent other administrators in the domain to delete and
modify stuffs on my site?

The only people who should be able to "delete and modify stuffs on my site"
without being assigned that role in WSS are people who are Administrators of
the server containing WSS.

All others need to belong to a WSS Site Group for the site and those you can
restrict.
