1. I can't seem to find a way to change the view settings so that users with
only a "Reader" permission level don't see the Task Bar that contains the
Add, Download, Upload, New Folders, etc.... buttons. This is confusing my
Read Only viewers as they think they should be able to do this functions and
we get flooded with permission requests. Does this option exist?

2. In a picture library, is there a way to set the default view to "Details"
rather than "Thumbnails"? The thumbnail view can be very slow to load even
with a small picture library for our users that have slower connections.

On 1.

This is the standard thing that WSS does not present different information
to the user depending on which site group he/she belongs to. Once membership
of the site group allows access to the site / subsite / doc lib they see the
same things as everyone else (they might not be allowed to open them but
they *see* them)

I don't know 2. off-hand.

(with two different questions like this it's useful to post two messages -
now Q1 might be solved and Q2 open yet people still need to read the thread
to find that out)

I'm not sure that you can specify which viewstyle is the default. It seems
to me that it returns me to the one that I last selected for that Picture
Library. You could certainly make Selected Pictures or
Explorer View or

a view that you create yourself the default view.
