If you are running WSS as part of SBS 2003, this KB article might well help.

cause) to this as I'm a little baffled.
Users of our sharepoint sites are getting a 'Page cannot be displayed,
Internal Server 500 error' I am seeing corresponing entries in the IIS
log:
A page generated an internal error.
Page: /_vti_bin/owssvr.dll
Referrer: Client IP: 206.41.26.10
User Agent: Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.0)
This is happening on multiple sharepoint servers, so doesn't appear to be
a problem with the machine itself.. one server is running WSS SP1 and the
other not, both servers are up to date on Windows hotfixes...
