I have a user that wants to put a disclaimer on their sites.
Would creating a web part be the best way to do this or is there something
else I can do.
I only want this disclaimer on a particular site and its sub sites.

You can use the content editor webpart. And in modify shared webpart ther is
an option for frame style. Just select none and it will leave only the text
on the page. This is the method that I use, but I suppose you could also use
frontpage but this works fine for me.

You could use the content web part or just a basic page (which is
essentially a big full page for editing content). Fairly simple to do
and easy to maintain.
