Break up forest to single servers |

I'll try to be a bit more specific.
We are talking about schools here so there's no wast of licenses etc.
They have a special arrangment here in the Netherlands.
There's no need to keep them as DC's but what I want to have is just a
terminal based server on every school and I don't want to reinstall
the software and create all user account all over again.
The schools just have an adsl connection which is not really stable
enough to keep the VPN connections up 24/7 which would be preferable
ofcourse.
I prefer to use an AD on every school but it's not nessesary. (just
handy)
So the real question is.
How can I break up the forrest and let the terminal servers just run
on there own without a lot of extra work.
Any suggestions ?
