I am trying to create a new software install GPO and have attempted creating
an mst file to include the setup.exe file in the Properties table. The
setup.exe file is necessary to update Rightfax client to 9.0. I have been
unsuccessful in having the setup.exe apply. The Rightfax.msi file runs but
does not incorporate the setup.exe file which calls the setup.ini where I
have incorporated the changes I want. Help!

you will likely have to re-package the MSI to include the changes you want.
Visual Studio comes with an MSI packager and there are also 3rd party
packages that can do this e.g. Wise Installer
