Rtcservice account needs to be a member of "Rtc Server Local Group" for your
problem to be solved.
Giving rtcservice account domainadmin privileges is not a good idea from a
security perspective.

When i perfom deafault installation of LCS 2003, RtcService account is
member of RTCHSDomainServices security group. RTCHSDomainServices security
group, in other side, is member of RTC Server Local Group. Is the direct
membership in group (as you advice) have different rights with default
installation groups membership?
thanks again for your help.

No it should not. You can add RTCHSDomainServices to the local group as
well.
