Hello,

I have a user who would like to change his "Trusted Sites" settings, but he
is not allowed to (the buttons are disabled). He is a member of "Users"
group and not of administrators. Is it possible for him?
What security does control ability to change the "Trusted Sites" settings?

That is done in your Group Policy. There is a Group Policy altering that
somewhere, only you can know where that is, we cannot. You should never
alter the Default Group Policies,...always create new ones and let their
settings override the Defaults.
